On March 13, 2003, a hearing was held at which it was determined that the Arkansas Department of Human Services (DHS) was the proper custodian of juveniles T. J. and T.M.. The order granting custody to DHS was entered March 17, 2003. In the order Robert Jackson was said to be the father of both minors. On March 31, 2003, Willie Menzies filed a pro se notice of appeal from the order.

On April 9, 2003, the court entered an order stating that Menzies was the father of T.M. and that Robert Jackson was the father of T. J. The order further terminated Willie Menzies's parental rights to T.M., effective March 13, 2003.

The record on appeal from the order terminating Menzies's parental rights, which the clerk's certification indicates was prepared at public expense, has been tendered here with Menzies's motion to proceed in forma pauperis on appeal.
