Section X-30

Section X-30: System of accounting.

  The Legislature shall require all money collected by taxation,
or by fees, fines, and public charges of every kind, to be
accounted for by a system of accounting that shall be uniform for
each class of accounts, State and local, which shall be
prescribed and audited by authority of the State.
