Article VII, section 15, of the Constitution of Nebraska, asadopted in 1992 by Initiative 408, has been omitted because of thedecision of the Nebraska Supreme Court in Duggan v. Beermann,249 Neb. 411, 544 N.W.2d 68 (1996).
