Article IX - EDUCATION AND SCHOOL LANDS.
§ 5 Limitation of sessions.

The session of the board shall be limited to twenty days, and but one session shall be held in any one year, except upon extraordinary occasions, when, upon the recommendation of two thirds of the board, the governor may order a special session.*
