Article IX - EDUCATION AND SCHOOL LANDS.
§ 2 Permanent fund.

The university lands, and the proceeds thereof, and all monies belonging to said fund shall be a permanent fund for the sole use of the state university. The interest arising from the same shall be annually appropriated for the support and benefit of said university.
