Iowa Constitution
Article IV - EXECUTIVE DEPARTMENT.
§ 11 Convening general assembly.

He may, on extraordinary occasions, convene the general assembly by proclamation, and shall state to both houses, when assembled, the purpose for which they shall have been convened.
