Article III - OF THE DISTRIBUTION OF POWERS.
§ 8 Quorum.
Amajorityofeachhouseshallconstituteaquorumtotransactbusiness; but a
smaller number may adjourn from day to day, and may compel the
attendance of absent members in such manner and under such penalties as
each house may provide.
