Article III - OF THE DISTRIBUTION OF POWERS.
§ 23 Failure to account.

No person who may hereafter be a collector or holder of public monies, shall have a seat in either house of the general assembly, or be eligible to hold any office of trust or profit in this state, until he shall have accounted for and paid into the treasury all sums for which he may be liable.
