§17A-2-11. Commissioner of motor vehicles -- Delegation of powers
and duties. All powers and duties vested in the commissioner, except the power to sign contracts and make rules and regulations, may be exercised by the appointees or employees of the commissioner, under his direction; but the commissioner shall be responsible for their acts.
