2005 Washington Revised Code RCW 46.87.025: Vehicles titled in owner\'s name.

    All vehicles being added to an existing Washington-based fleet or those vehicles that make up a new Washington-based fleet shall be titled in the name of the owner at time of registration, or evidence of filing application for title for such vehicles in the name of the owner shall accompany the application for proportional registration.
