2005 Washington Revised Code RCW 43.99D.010: Declaration.

    The development goals for the state of Washington must include the provision of those supportive public services necessary for the development and expansion of industry, commerce, and employment, including the furnishing of an adequate supply of water for domestic and industrial purposes.
