54.1-303. General powers of Director.

The Director shall have the following general powers:

To employ personnel and assistance necessary for the operation of theDepartment and the purposes of this chapter.

To make and enter into all contracts and agreements necessary or incidentalto the performance of the duties of the Department and the execution of itspowers under this chapter, including, but not limited to, contracts with theUnited States, other states, and agencies and governmental subdivisions ofthe Commonwealth.

To accept grants from the United States government and agencies andinstrumentalities thereof and any other source. To these ends, the Departmentshall have the power to comply with such conditions and execute suchagreements as may be necessary, convenient or desirable.

To do all acts necessary or convenient to carry out the purposes of thissubtitle.
