46.2-2099.16. No transportation except when rates have been filed andpublished.
No sight-seeing carrier regulated pursuant to this article, unless otherwiseprovided by this chapter, shall engage in the transportation of passengersunless the rates, fares, and charges upon which the same are transported bysuch carrier have been filed and published in accordance with the provisionsof this article.
