22.1-214.2. Definition of "supervise" as related to educational programsprovided for or by Department of Mental Health, Mental Retardation andSubstance Abuse Services.

For the purposes of subsection F of 22.1-214 as related to the educationalprograms provided for or by the Department of Mental Health, MentalRetardation and Substance Abuse Services, "supervise" shall mean providingactive support in (i) designing mechanisms for maintaining constant directcontact and the sharing of ideas, approaches and innovations between theDepartment of Mental Health, Mental Retardation and Substance Abuse Servicesand the facility staff responsible for providing educational services; (ii)providing consistent oversight, with particular attention to the mentalhealth programs, to ensure that the availability of educational resources andthe distribution of funds clearly reflect the needs of the different studentpopulations residing in the various facilities; (iii) developing guidelines,in cooperation with the Department of Mental Health, Mental Retardation andSubstance Abuse Services for the evaluation of the performance of theeducation directors or other education supervisors employed by the Departmentof Mental Health, Mental Retardation and Substance Abuse Services; (iv)developing and implementing, in cooperation with the Department of MentalHealth, Mental Retardation and Substance Abuse Services, programs to ensurethat the educational and treatment needs of dually diagnosed children instate institutions are met; (v) ensuring that the expertise of the Departmentof Education is utilized by providing technical assistance to the educationprograms provided for or by the Department of Mental Health, MentalRetardation and Substance Abuse Services in the areas of selection andacquisition of educational materials, curriculum development including careerand technical education, when appropriate, and applications for federalgrants.
