22.1-208.1. Reading to learn; Virginia Reading to Learn Project established.

A. In the middle and high schools of every school division, reading to learnshall be emphasized as an integral part of instruction in every subject. Inorder to better equip middle and high school teachers to provide thisemphasis, there is hereby established the Virginia Reading to Learn Project.

B. The Project shall consist initially of six regional sites established atstate universities which will include, but not be limited to, summerinstitutes for middle and high school teachers and program planning anddevelopment support in cooperation with local school divisions.

C. The initial regional university sites will be Old DominionUniversity/Norfolk State University, the University of Virginia, VirginiaPolytechnic Institute and State University, George Mason University, VirginiaCommonwealth University, and James Madison University.

D. The Virginia Department of Education will distribute and monitor the fundsnecessary to implement the Project from such funds as may be appropriated forsuch purposes according to guidelines established by the Department.
