Notwithstanding other provisions of this chapter, the Executive Director of the Virgin Islands Housing Finance Authority shall make loans for housing in accordance with the regulations of the Federal Housing Commissioner under all sections of the National Housing Act, as amended. In such cases the Executive Director of the Virgin Islands Housing Finance Authority shall comply with such regulations in the entire procedure of filing and processing applications, making of loans and the mortgaging of property.
