The Legislature finds that the employment of United States Virgin Islands youth in the beautification of the United States Virgin Islands and the conservation of its irreplaceable natural resources will provide a constructive and instructive experience for such youth in the understanding and appreciation of their natural environment and heritage. It is therefore the purpose of this chapter to further the objectives of the Department of Conservation and Cultural Affairs and the development and maintenance of the beauty and natural resources of the United States Virgin Islands by the youth upon whom will fall the responsibility for maintaining and managing these resources.
