§ 88. Standards for allowance

  • (a) The Administrator, in accordance with standards prescribed by him, may pay:

    • (1) Training allowances to training program participants;

    • (2) Subsistence allowances to training program participants who are required to live away from their normal residence to attend a training program;

    • (3) Transportation allowances to training program participants who are required to travel substantial distances to attend a training program.

  • (b) In setting standards for these allowances, the Administrator shall take into consideration data relating to the costs of living to training program participants, any wages or unemployment compensation paid to participants, and, in the case of transportation allowances, the costs of transportation involved.

  • (c) The Administrator may make advance payments of the allowances to training program participants who, because of immediate financial needs for the maintenance of themselves or their dependents pending receipt of allowances, would otherwise be unable to enter upon or continue training.
