Chapter 3 - Insurance Commissioner
§ 53. General powers and duties

  • (a) The Commissioner shall have the authority expressly conferred upon him by or reasonably implied from the provisions of this title.

  • (b) The Commissioner shall execute his duties and shall enforce the provisions of this title.

  • (c) The Commissioner may—

    • (1) adopt regulations and increase fees necessary to carry out the administration of this title;

    • (2) conduct investigations to determine whether any person has violated any provision of this title;

    • (3) conduct examinations, investigations and hearings, in addition to those specifically provided for, which are useful and proper for the efficient administration of any provision of this title;

    • (4) employ such personnel and incur such expenses as may be necessary in the discharge of his duties as imposed by law, and shall fix the compensation of such employees;

    • (5) issue subpoenas, examine persons, administer oaths and require production of papers and records; and

    • (6) issue orders as authorized by or necessary to administer and carry out the purpose of this title.

  • (d) It is unlawful during the term in office or while employed with the Division for the Commissioner, Director or any employee of the Division to be an officer, director organizer, employee of or attorney for, or otherwise be directly or indirectly interested in any insurance company or insurance business in the Territory, except as a policyholder.
