§ 1422. Obstructing harbors

  • Whoever, without permission of the harbormaster—
    • (1) throws overboard from any vessel the ballast, or any part thereof, within any port, harbor or cove, into which vessels may enter for the purpose of receiving or discharging cargo; or

    • (2) otherwise places in such port, harbor or cove any obstructions to navigation—

      shall be fined not more than $200 or imprisoned not more than 1 year, or both.
