Chapter 60 - Loitering
§ 1191. Prohibition; penalty

(1) loiters, remains or wanders in or about a place without apparent reason and under circumstances which reasonably justify suspicion that he may be engaged or about to engage in crime, and, upon inquiring by a police officer, refuses to identify himself or fails to give a reasonably credible account of his conduct and purposes; or

(2) loiters in or about public toilets in public places; or

(3) loiters or remains on or about a school or college building or grounds, not having any reason or relationship involving custody of or responsibility for a pupil or student, or any other specific, legitimate reason for being there, and not having written permission from anyone authorized to grant the same; or

(4) loiters or remains in any place with one or more persons for the purpose of unlawfully using or possessing a dangerous drug; or

(5) loiters or remains in a public place for the purposes of gambling with cards, dice or other gambling paraphernalia; or

(6) being masked or in any manner disguised by unusual attire or facial alteration, loiters, remains or congregates in a public place with other persons so masked or disguised, or knowingly permits or aids persons so masked or disguised to congregate in a public place (except that such conduct is not unlawful when it occurs in connection with a masquerade party, public parade or theatrical or other presentation, and such police or other regulations as may be applicable have been complied with); or

(7) loiters, remains or wanders about in a public place, street, wharf, court or passage in order to beg or gather alms, or to cause, procure or encourage any minor to do so—
