§ 195. Three Kings Day

  • (a) Three Kings Day shall be celebrated on January 6 each year, on the island of St. Croix. The celebration shall emphasize and maintain the Hispanic heritage and culture existing in the Virgin Islands, especially on the island of St. Croix.

  • (b) There is hereby created a Three Kings Day Celebration Committee, composed of five members to be appointed by the Governor for the first year. The members of the committee shall be selected from recommendations submitted to the governor by Hispanic organizations on the island of St. Croix. The members of the committee shall serve for one year; shall annually elect a chairman, and are authorized to plan for, publicize and direct appropriate festivities and celebrations of Three Kings Day.

  • (c)

    • (1) There shall be an annual election for the members of the committee to be held no later than May 30th of each year. The committee shall solicit nominations from the community by March 30th of each year and shall publish the names of individuals so nominated in a newspaper of general circulation by April 30th of each year. The Committee shall be responsible for the conduct of the election.

    • (2) The first such election shall be held by May 30, 1999.

  • (d) The Police Commissioner, the Commissioner of Public Works, the Commissioner of Licensing and Consumer Affairs, and all relevant government agencies and departments shall facilitate the Committee in its planning by providing all necessary permits for parades and ancillary activities.
