5-104. Change of form of government

Upon petition of a number of legal voters equal to four percent of the total vote cast for Governor at the last preceding general election, the legal voters of the City may, at any annual meeting or a special meeting duly warned and held for that purpose, vote to change the council-manager form of government to any other legal form. A majority of the legal votes cast shall be needed to effect a change of government. In the event a change of government is voted terminating the position of City Manager, the City Manager shall be entitled to three months pay from the effective date of said termination.
