3-123. Staggered appointments required
The appointment of the commissioners provided for in the foregoing two sections shall be so made that no more than two-thirds of the members of any one board shall at any one time be from the same political party; provided, however, that the Board of Library Commissioners and the Board of Health shall be excepted from the provisions of this section.
