§ 403 Powers and duties of the Village Manager

[Section 403 repealed effective June 30, 2014.] 257-403. Powers and duties of the Village Manager

The Manager shall be the chief executive and administrative officer of the Village. He or she shall be responsible to the Board of Trustees for the administration of all Village affairs placed in his or her charge by or under this charter. The Manager shall have the following powers and duties:

(1) With the consent of the Board of Trustees, appoint, prescribe the duties of, and, when necessary, remove the Superintendent of Public Works.

(2) To appoint, prescribe the duties of, and, when necessary, remove other department heads and employees of the Village except as otherwise provided herein, and except as he or she may authorize the head of a department to appoint and remove subordinates in such department.

(3) To direct and supervise the administration of all departments, officers, and agencies of the Village, except as otherwise provided by this charter or by law.

(4) To attend Board of Trustees' meetings, except when his or her removal is being considered, and the Manager shall have the right to take part in discussions but may not vote.

(5) To prepare annually a proposed budget, submit it to the Board of Trustees, and be responsible for its administration after enactment.

(6) To prepare an annual report for public distribution, which report shall include detailed statements on the finances and administrative activities of all departments of the Village for the preceding year.

(7) To maintain accounts in such a manner as to show fully at all times the financial condition of the Village.

(8) To keep the Board of Trustees advised as to future needs, financial or otherwise, and make such recommendations as he or she may deem desirable.

(9) To see that all ordinances are enforced.

(10) To convey real estate owned by the Village when directed to do so by resolution of the Board of Trustees.

(11) To perform the duties of the Village Clerk whenever the Clerk fails, for whatever reason, to perform a duty required by him or her by this charter or the laws of the State of Vermont.

(12) To perform, subject to approval of the Board of Trustees, the duties of any office under his or her jurisdiction.

(13) To perform such other duties as may be prescribed by this vharter or required by him or her by the Board of Trustees, not inconsistent with this vharter or the law.

(14) The powers and duties given to managers by the laws of the State of Vermont and not inconsistent with this vharter.
