The Board of Trustees shall be and constitute the legislative body of the Village of Northfield, and shall be vested with the government of the Village, including the administration of all fiscal, prudential, and municipal affairs; and except as otherwise provided by law or this charter, shall have all powers and authorities given to, and perform all duties required of a legislative body of a municipality, or trustees of a village under the laws of this State.
