At the close of the balloting at a Village meeting, the election officers shall count the ballots cast for all officers and for any proposal voted upon by ballot and report to the meeting the result, which shall be recorded by the Village Clerk, and the candidate who has received a plurality of the votes cast for each respective office shall, by the Moderator, be declared elected to that office.
