§ 3-448. Powers exercised through city council

The powers granted to the city hereunder shall be exercised by its city council, nothwithstanding the provisions of section 228 of this charter. No provisions hereof or of said section 228 of this charter shall be deemed to permit the exercise of any power in violation of the rights of bond or note holders.
