Executive Order No. 13-5

(No. 09-10)

WHEREAS, the administration of criminal and juvenile justice in Vermont directly affects the lives of thousands of Vermont citizens each year; and

WHEREAS, there is a need for consistent and available information about the occurrence of crime and the effects of the response to crime by various agencies, such that the policies can be coordinated and costs can be controlled more effectively; and

WHEREAS, there is a need to provide and coordinate technical assistance to state and local law enforcement agencies and the courts of the State of Vermont; and

WHEREAS, there is a need to provide state and local government with access to federal resources relating to the administration of criminal and juvenile justice; and

WHEREAS, the U.S. Department of Justice, Bureau of Justice Statistics (hereinafter BJS) provides funds to a State's statistical analysis center to coordinate criminal justice statistical information, to conduct research to assist criminal justice policymakers and to serve as a liaison between the State and BJS; and

WHEREAS, the Vermont Center for Justice Research has provided statistical information to the executive, judicial and legislative branches since 1987 and is uniquely qualified to continue to act as the State's statistical analysis center.

NOW, THEREFORE, BE IT RESOLVED that I, James H. Douglas, by virtue of the power vested in me as Governor, do hereby designate the Norwich Studies and Analysis Institute, dba the Vermont Center for Justice Research (hereinafter the Center) as Vermont's statistical analysis center. The Center shall collect and analyze criminal and juvenile justice information and data, produce general information and statistical reports on crime, criminal and juvenile offenders, and the administration of criminal and juvenile justice and provide and coordinate technical assistance to state and local law enforcement agencies, the courts and the state legislature. The Center shall consult with the Governor's Criminal Justice Cabinet about issues of significance to the administration of criminal and juvenile justice in Vermont in developing the Center's annual work plan.

The Center shall be authorized, in accordance with 32 V.S.A. { 5(a), to apply for and to receive federal and other grants and funds as may be available, to include funds currently available from the Bureau of Justice Statistics and from the Bureau of Justice Assistance.

This Executive Order supersedes and replaces Executive Order 33-87 (codified as 13-1) dated July 22, 1992, on the same subject.

This Executive Order shall take effect upon signing.
