A person shall not be required to pay renewal fees for years during which the license was lapsed. The certificate shall be displayed at the licensee's place of business. A renewal application form shall be mailed to every licensed veterinarian at least two months prior to the date of the biennial registration. Licenses which have not been renewed for a period of four years may not be renewed under this section.
