§ 13-1309.5. Steering committee authority
(a) The steering committee shall have the power and authority to determine whether the budget limitations of this section have been met, and to resolve questions of interpretation and construction so that the spirit and intention of this subchapter may be best achieved. It may classify items, adopt regulations, formula and rules of interpretation, and in general shall have whatever power and authority is necessary for the determination of the limitations contained in this section 1309.
(b) It shall have the power in its regulations to permit individual items of the budget to be approved by the voters at the annual meeting, by separate articles, including items, which, if approved may exceed the budget limitations. Such articles shall clearly indicate that the items are to be either increases in the allowable net cost of operations or that they are to be special appropriations.
(c) It shall be the responsibility of the steering committee to adopt regulations interpreting the budget limitations, including specific formula for the computation of such limitations as provided herein, and governing other matters within the jurisdiction of the Steering Committee. It shall also provide by regulation the method of financial and budgetary reporting in the annual city report and for the budget hearings or as otherwise required. Such regulations shall be adopted and amended by the steering committee in the same manner as ordinances are adopted by the Council under subchapter 1 of this charter. Any amendments to such regulations must be adopted no later than February 1 in each year, and shall require the affirmative vote of two-thirds of the members of the steering committee.
