§ 5-1103. Submission to voters, school improvements

When the board of school commissioners shall determine that the public necessity or interest demands improvements relating to schools or school property and that the cost of the same will be too great to be paid out of ordinary annual income and revenue of the city, it may by vote of two-thirds of all its members request the city council to order the submission of the proposition of making such improvements and incurring a debt to pay for the same to the legal voters of the city at an annual or special meeting to be warned and held for that purpose. The city council shall, on receipt of such a request from the board of school commissioners, promptly order the submission of the proposition of making such improvements and incurring a debt to pay for the same to the legal voters of the city at an annual meeting or special meeting to be warned and held for that purpose.
