§ 9-11.4. Annual appropriations
The board of aldermen shall make the annual appropriations for each department or branch of the city government on or before the 30th day of each June. All votes or resolutions providing for the annual appropriations of any year shall cease to be operative at the end of the fiscal year for which they were adopted, except as otherwise provided by the laws of the state. Appropriations made by the board of aldermen for the various items of the budget shall be expended only for such items. Any balance left or unexpended in any such budget item shall be returned at the end of the fiscal year to the general fund of the city.
