§ 2928. Notice and hearing on licenses

Before declining to grant a license, or granting a conditional or limited license, or suspending or revoking a license, the commission shall give reasonable notice to the applicant or licensee, personally or by mail addressed to his last known address, and afford him an opportunity to appear and be heard with respect thereto at a time and place specified in the notice. The applicant or distributor may be heard in person or by attorney, and may offer evidence pertinent to the subject of the hearing, and to that end may request the commission to exercise its powers with respect to the compulsory attendance of witnesses and the producing of books and records.
