§ 695. Federal assistance
No municipality in this state, whether acting alone or jointly with another municipality or with the state shall submit to the Federal Aviation Administration of the United States any project application under the provisions of any federal statute, unless the project and the project application have been first approved by the secretary which approval shall not be unreasonably withheld. No municipality shall directly accept, receive, receipt for, or disburse any funds granted by the United States under the Federal Airport Act or amendments to that act, but it shall designate the secretary as its agent and in its behalf to accept, receive, receipt for and disburse all funds granted by the United States for an airport project. It shall enter into an agreement with the secretary prescribing the terms and conditions of the agency in accordance with federal laws, rules and regulations and applicable laws of this state.
