A pawn or secondhand business may not engage in a pawn transaction or secondhand merchandise transaction with an individual who:

A pawn or secondhand business may not engage in a pawn transaction or secondhand merchandise transaction with an individual who:
- (1) is younger than 18 years of age; or
- (2) appears to be under the influence of alcohol or a controlled substance.
