63-34-16. Outdoor recreation facilities -- Executive director to plan.The executive director of natural resources, in cooperation with the state planning coordinator and the state and local agencies responsible for planning, acquisition, and development of outdoor recreation facilities, is authorized to prepare, maintain, and keep up to date a comprehensive plan for the development of the outdoor recreation resources of the state. The completed plan and all amendments thereto shall be submitted to the governor for his review and approval.
