     53A-25-301.   Establishment of council -- Membership.
     (1) There is hereby established an institutional council for the Schools for the Deaf and the Blind, hereafter referred to in this part as the "council."
     (2) The council shall advise the State Board of Education, hereafter referred to in this part as the "board," as to the needs of those who are deaf or hard of hearing, blind or visually impaired, or dual sensory impaired and of practical methods of overcoming these disabling conditions through education and training.
     (3) (a) The council shall consist of at least five but no more than 11 members who are appointed by the board, two of whom shall be blind or visually impaired and two of whom shall be deaf or hard of hearing.
     (b) Each member shall be appointed with due regard to his interest in and knowledge of the needs and education of those who are deaf or hard of hearing, blind or visually impaired, or dual sensory impaired.
