     31A-27-108.   Continuation of delinquency proceedings.
     Every proceeding commenced before July 1, 1986, is considered to have commenced under this chapter for the purpose of subsequent activities, except for rights that have fully vested before July 1, 1986, and except that in the discretion of the commissioner the proceeding may be continued, in whole or in part, as if this chapter had not been enacted.
