     17A-2-1831.   Publication -- Time limit for contesting legality.
     (1) The board of trustees may provide for the publication once of any resolution, proceeding adopted, or contract approved by the board in a newspaper of general circulation in the regional service area.
     (2) (a) For a period of 30 days after the date of publication, any person in interest shall have the right to contest the legality of the resolution, contract, proceeding, or any bonds which may be authorized by the board in the district court of the county in which the regional service area is located.
     (b) After the 30 days, a person may not have any cause of action to contest the regularity, formality, or legality of any resolution, contract, or proceeding for any cause whatsoever.
