     17A-2-1802.   Purpose.
     The purpose of this part is to provide a method for qualifying county service areas to be reorganized as regional service areas before May 4, 1998, to enable those areas to receive certain services and to grant certain powers and authority to regional service areas that are not common to county service areas.
