     17A-2-1023.   Technical rules of evidence not to apply.
     Oral evidence shall be taken on oath or affirmation. Hearings need not be conducted according to technical rules of evidence, regardless of the existence of any common law or statutory rule which might make improper the admission of such evidence over objection in a civil action. Hearsay evidence is admissible for purposes of supplementing or explaining direct evidence but shall not be sufficient in itself to support a finding unless it would be admissible over objection in a civil action.
