     17A-2-1022.   Cross-examination -- Introduction of evidence not covered on direct.
     The district, petitioner or petitioners, and the intervenors shall have the right to call and examine witnesses, introduce exhibits, cross-examine opposing witnesses on any matter relevant to the issues even though that matter was not covered in direct examination and to rebut evidence introduced by other parties.
