     17A-2-840.   Expenses of incorporation.
     Any city that incurs expenses in preliminary work in preparing for the incorporation of or in the incorporation of any district hereunder likewise may certify the amount thereof, without interest, to the board of trustees of the district at any time within four years from the date of the incorporation of such district, and if allowed by the board of trustees, such amount shall be credited to the city incurring the same, and shall be considered as a payment for water purchased, or to be purchased, by such city from the district.
