     17A-2-543.   Contractual powers -- Bond issues -- Election.
     (1) The board of trustees may, for the purpose of constructing drains, drainage canals, and other required improvements necessary to drain lands in the district or conserve the public health or welfare, make a contract or contracts with the United States providing for the repayment of the principal and such other sums due under the contract at such times as may be agreed upon, or to issue bonds of the district as provided in Title 11, Chapter 14, Local Government Bonding Act.
     (2) The proceeds of any bonds issued as provided in Subsection (1) shall be used for no other purpose than paying the cost of constructing drains, drainage canals, or other like work considered necessary to drain lands within the district, or conserve the public health or welfare.
     (3) Before a contract may be made or bonds may be issued, as provided in Subsection (1), an election on the proposed contract or bond issuance shall be held as provided in Title 11, Chapter 14, Local Government Bonding Act. In no case shall the amount of bonds exceed the benefits assessed.
