     10-3-1213.   Chairmen of councils -- Power to call witnesses and administer oath -- Quorum -- Voting procedure.
     In a municipality organized under the council-mayor form of government, the municipal council shall, by a majority vote of its members, select one of its number as chairman. In a municipality organized under the council-manager form of government, the mayor shall serve as chairman of the council. A majority of the members shall constitute a quorum for the transaction of business, and no act of the council shall be binding unless a majority of a quorum concur in respect to it.
