     10-3-807.   Commissioners may administer two departments -- Change in names, functions and superintendents.
     The commissioners of a city of the second class may be appointed to administer two departments within the city government. The names and functions of the departments and their respective superintendents shall be changed whenever it appears that the public service will be benefited thereby.
