     10-3-502.   Meetings in cities of the third, fourth, or fifth class and towns.
     In each city of the third, fourth, or fifth class and each town, the governing body shall by ordinance prescribe the time and place for holding its regular meeting which shall be held at least once each month. If at any time the business of such city or town requires a special meeting of the governing body, such meeting may be ordered by the mayor or any two members of the governing body. The order shall be entered in the minutes of the governing body. The order shall provide at least three hours' notice of the special meeting and notice thereof shall be served by the recorder or clerk on each member who did not sign the order by delivering the notice personally or by leaving it at the member's usual place of abode. The personal appearance by a member at any specially called meeting constitutes a waiver of the notice required in this section.
