In this subchapter:

(1) Developmental disability

The term "developmental disability" has the meaning given the term in section 15002 of this title.

(2) Institution of higher education

The term "institution of higher education" has the meaning given the term in section 1141 1 of title 20.

(3) Secretary

The term "Secretary" means the Secretary of Health and Human Services.
