AMENDMENTS2008—Subsec. (b). Pub. L. 110–387 amended subsec. (b) generally. Prior to amendment, text read as follows: "There are authorized to be appropriated to the Secretary $5,000,000 for each of fiscal years 2003 and 2004 to establish the programs referred to in subsection (a)."
